Login to your Admin Control panel, in the left menu, find vBulletin Options and click on it. On the right side, scroll down to User Reputation Options and click on it. Enable user reputation system, then go through the options and set them. I do not believe there is an option like that, but you could create a form letter for invitations, and set all new registrants as requiring moderation. When people register that are not invited, you politely deny their registration with another form letter. Those that were invited can be granted access. Otherwise, you can close the forum to new registrations and manually enter those that are invited. I am sure a hack could be written for them to fill out a standard form and you could upload it.
