HTML Code is OFF

In the bottom left of the forum are posting rules. I want to turn on HTML to allow video posting where the video pops up with start button in the middle of the video.

Does anyone know where to do this in 3.7 RC3?

Wouldn't you know I looked everywhere but where it was.....found it in the forum manager folder.
